Dennis Kemp, Sr.
Chairman

Dennis G. Kemp, Sr. received his undergraduate degree (BS) in Business Administration from Virginia Commonwealth University and Master’s Degree (MGA) in Financial Management from the University of Maryland University College. He obtained his Project Manager Professional certification (PMP) in 2009. Professionally he is employed by ManTech as a Project Manager.

 

He is currently providing Project Management Office (PMO) support to the US Department of Veteran Affairs (VA), Health Administration as an employee of ManTech International Corp. Previously he supported the Veterans Benefits Administration and Veterans Human Resources and Administration. Mr. Kemp has almost 20 years Federal contracting experience with a concentration in IT program/project management. He is a member of the Baltimore chapter of the Project Management Institute (PMI).He served as an Assistant Professor for the University of Maryland University College in the School of Business and Professional Programs.

 

Mr. Kemp was the Associate Director of Student Financial Aid at the University of Maryland, Baltimore and the Director of Financial Aid at Coppin State University. During his tenure at Coppin he also served as Chair of the MD/DC/DE Association of Student Aid Financial Administrators.Mr. Kemp served as the 25th Eastern Region Vice President for Alpha Phi Alpha Fraternity, Inc. He served two terms from 2005 to 2009. In his role as Vice President Mr. Kemp was the chief executive officer of the Eastern Region and served on the fraternity’s Board of Directors.

 

The Eastern Region has over 3,000 members in 152 chapters located from Virginia through New England and an International District that includes Germany, Bermuda and the United Kingdom. He has also served as Chapter President for the Kappa Phi Lambda chapter and as an Area Director for District 6 (MAAC). In addition, he is the Immediate Past Chair of the Alpha Phi Alpha Charitable Foundation.Mr. Kemp is a member of The People’s Community Baptist Church where he serves as Chair of the Trustee Board, Sunday School Teacher, and a member of the Media Ministry. He is a charter member of the Alpha Foundation of Howard County, Inc.

Brandon Tilghman

Vice Chairman

Brandon Tilghman, supports the operation and coordination of student achievement programs and services for the Baltimore City School System. Previously, he worked with the University of Maryland to secure and manage external funding from public and private sources. Mr. Tilghman serves as the treasurer for the National Pan-Hellenic Council of Howard County and an area director for Alpha Phi Alpha Fraternity, Inc. He is a graduate of Hampton University and holds advanced degrees from Vanderbilt University and the University of Baltimore.

Keith M. Dukes, Sr.
Vice Chair/Chief Fundraiser

Keith M. Dukes, Sr. is a Vice President/ commercial lender with Atlantic Union Bank. He has worked in the banking industry for over 40 years, specializing in C&I loans, commercial mortgages and state and federal government guaranteed loans. He is currently the vice chairperson of fundraising for the Alpha Foundation of Howard County, Inc. Mr. Dukes is a graduate of Franklin and Marshall College, the University of Maryland Banking School and the University of Virginia CBA Graduate Banking School.

Richard H. Shepherd, Jr.
Treasurer

President of Sales and Business Strategies (SBS), a consulting firm. Prior to forming SBS, he was president of Columbia Pontiac Buick GMC. For 12 years, he was a regional sales executive for Automatic Data Processing. He also co-founded the electronic vehicle registration service VIN-NET. A life member of Alpha Phi Alpha Fraternity, Inc., Mr. Shepherd has served on the boards of Baltimore Healthy Start, the American Red Cross, and the alumni association of Central State University, his alma mater.

Calvin R. Austin

Procurement Officer

Retired from the Hewlett Packard Company after a varied management career in engineering, data analysis and subcontract administration. Among his corporate employers: Hewlett Packard Company, Compaq Computer, Digital Equipment Corporation, Gould, Inc. and the Clevite Corporation. A life member of Alpha Phi Alpha Fraternity, Inc., Mr. Austin has served the Fraternity as Chapter Treasurer, Secretary, Vice-President and President; he has also been the East Coast Regional Representative to the Building Foundation and chaired the MLK Scholarship Breakfast. Mr. Austin has served the Tuskegee National Alumni Association as National Historian, Financial Secretary, and Treasurer; Northeastern Region’s Assistant Regional Director and Baltimore Club President and Vice-President. Mr. Austin is a 1968 graduate of the Tuskegee Institute.

Jon Offley
General Counsel

Graduated from James Madison University in 1989 with a degree in Management from the College of Business and a degree in Political Science from the College of Arts & Letters. He has a Juris Doctorate from Southern Illinois University. Mr. Offley is Senior Counsel with the Housing Authority of Baltimore City where he has litigated several high profile cases for one of the largest housing authorities in the United States. He is a charter member of The Alpha Foundation of Howard County, Inc., where he has also served as legal counsel to the Foundation and the Eastern Region of Alpha Phi Alpha Fraternity, Inc. Mr. Offley is a life member of Alpha Phi Alpha Fraternity, Inc. and is a past Director of Educational Activities for the Kappa Phi Lambda Chapter. He has served as a member of the Howard County Public Schools’ Ethics Panel as well as the Attendance Area Committee. Mr. Offley is currently a member of the James Madison University Foundation Board of Directors, President’s Council and the Duke Club. He resides in Ellicott City and is married to Lisa and they have a son and teenage daughter – Jon, Jr. and Kennedy.

T. Oliver Hubbard

Torrance Hubbard is a the Director of Mission Prioritization and Dispatch for the Maryland Department of Health.  He launched his United States Army career following his first year of college.  While in the Armed Forces, he attended the University of Maryland and, moving frequently, several other Universities. He completed a master’s degree in health care management and, also, a Master’s Degree in Emergency and Disaster Management.  He was deployed and served as the Senior Medical Advisor to the Division Surgeon, 10th Mountain Division, Light Infantry, (Operation Enduring Freedom - Afghanistan) just prior to his retirement in December 2007.  Post-Military and most recently, his contributions and degrees of expertise are reflected by his work as the Public Health Emergency Preparedness Director for the District of Columbia, Senior Deputy Director with the DC Department of Health and his current role with the Department of Veterans Affairs. 
 
Torrance’s Family boastfully and proudly originates from Texas.  He currently resides in Maryland and is the President of his Community Association. Torrance is the proud father of 1 son (recent UMBC Graduate) and has the fortune of having his Mother and 2 of his 4 siblings reside in the local area.  His hobbies include classic car restorations, watching football, golfing, and travel.

David Raphael

is a Branch Head with NASA/Goddard Space Flight Center. His primary duties include providing administrative and technical supervision necessary to advance and promote his Branch’s (Flight Data Systems & Radiation Effects Branch) goals which involve planning, developing, testing, or modifying flight data systems for aerospace purposes. Most recently, Mr. Raphael served as an Associate Branch Head in the Telecommunication Networks and Technology Branch. Prior to joining the management team, he was the Subsystem Lead for the Magnetospheric MultiScale (MMS) Command & Data Handling (C&DH). In the community, Mr. Raphael is very involved with Alpha Phi Alpha Fraternity, Inc. serving as a former Executive Director of the Eastern Region, former Director for District VI (Mid-Atlantic Association of Alpha Phi Alpha Chapters) of the Eastern Region, and former President of the Columbia, Maryland Chapter. Professionally, he is affiliated with the IEEE (Institute of Electrical and Electronics Engineers) and is a Senior Member with the AIAA (American Institute of Aeronautics and Astronautics). Mr. Raphael is also a charter member of The Alpha Foundation of Howard County, Inc. He has a Bachelor of Science in Electrical Engineering from Hofstra University and a Master of Science in Electrical Engineering from The Johns Hopkins University.  Mr. Raphael is married to Tasha and they have a teenage daughter – Ava.

John H. Taylor
Secretary

Retired Army lieutenant colonel who served in Germany, Japan, and Vietnam (two tours) and was awarded the Legion of Merit, Bronze Star Medal (three awards), Vietnam Honor Medal 1st Class (two awards), among other honors. After his retirement, he became the deputy commander of the National Security Agency's security/law enforcement force. He is a graduate of Virginia State College with a degree in Agronomy and studied business management at Michigan State University.

Mr. James Craig Bailey has held a variety of leadership & technology roles at AT&T over the past twenty five years.  He is currently Director, Information Assurance at AT&T Public Sector.  Mr. Bailey’s responsibilities included overseeing FISMA and NIST based compliance across all cybersecurity service offerings.  He has completed a Master of Business Administration at Howard University and a Bachelor of Science in Electrical Engineering at the State University of New York, as well as a Masters Certificate in Project Management at George Washington University.

Mr. Bailey has served on the Board Advisory Committee on Minority Student Education within the Montgomery County Board of Education in Rockville, MD.  In addition, he has served two terms as the President of the Parent Teacher Association at Greencastle Elementary School in Silver Spring, MD.  Mr. Bailey is a native New Yorker, who enjoys playing electric bass.  He is an active member of Kingdom Fellowship A.M.E. Church in Silver Spring, MD.
